The 4 matches scheduled to take place at San Mamés – 3 Group E games and a round-of-16 tie – will now be held at the Estadio La Cartuja in Seville after Andalusian authorities confirmed their intent to allow spectators into the 60,000-seater venue at 30% capacity. The remaining 3 Group E games and quarterfinal due to be held in Dublin will now be played at existing host stadiums Gazprom Arena in St. Petersburg and Wembley Stadium in London, respectively.
Catherine Martin, Ireland's Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media, said: “We were hopeful that we were all set to host a fantastic tournament in Dublin in June.
“However, despite our commitment to hosting the games, the public health situation has meant we were not able to give UEFA the assurances they required earlier this month in relation to guaranteeing minimum spectator attendance levels.”

The Allianz Arena in Munich will be allowed to keep its fixtures after assuring UEFA it would be able to hold at least 14,500 spectators, despite that amounting to 21% capacity of the 70,000-seater stadium.
Euro 2020 – UEFA's flagship international football competition featuring Europe’s top national sides – was postponed by a year due to the coronavirus pandemic and will be held from 11 June to 11 July 2021. The quadrennial tournament is typically hosted by a single country or in 2 neighbouring countries, but this edition will be held at 11 host cities across Europe: Amsterdam, Baku, Bucharest, Budapest, Copenhagen, Glasgow, London, Munich, Rome, Seville, and St. Petersburg.
“We have been working diligently with the host associations and local authorities to ensure a safe and festive environment at the games,” UEFA President Aleksander Čeferin said following the venue change. “I am really pleased that we are able to welcome spectators at all matches for a celebration of national team football across the continent.”

All spectators who bought tickets for games in Dublin and Bilbao will receive a full refund for their cancelled tickets, and they will also receive priority access for future ticket sales windows to the corresponding re-organised fixtures on a first-come, first-served basis.
